Roman Secrets
To maintain public order in Rome, Caesar Augustus created the Cohortes Urbanae and the Vigiles. While both policed the city, the Cohortes primarily did riot control and investigation. The Cohortes operated more in secret, often pursuing threats outside of the capital and gathering intelligence which was shared with the Emperor's personal guard, the Praetorians. The Cohortes are still remembered today as the first documented Secret police in history, and for their hunting of the Sicarii Zealots ending in the Massacre of Masada during the First Jewish-Roman War.
